Adding resources to android manifest

Hello. I want to modify android manifest file and add something like this:

            <meta-data android:name="android.hardware.usb.action.USB_DEVICE_ATTACHED"
            android:resource="@xml/device_filter"/>

to work with usb connections.
Where should I add my device_filter.xml file so this can work?
I tried many ways, the error is the same " Cannot find project.apk_temp\bin\resources... "

You can specify your own manifest file when you perform the Android export. It is on the second
page of the export wizard dialog under the title: Select Android Manifest File.

In order to seed a working manifest file, you might want to start with a stock manifest file
that is used by the exporter already. To do this, you can select
Import > Storyboard Development > Android Manifest

.. and select where you want to import the manifest file to. Then you can customize the manifest
to add in whatever sections you want, knowing that it is possible to disable the functionality of
the application be removing elements.
